Ice water

The correct answer is to surround the bottle with ice AND water. You can even shave several minutes off of the time it takes to cool by adding a cup of salt to the water. 

But since the restaurant manager may frown upon using so much salt each day, just put the bottle in an ice bucket, add as much ice as you can, and then pour in water to just above the main wine label or about ¾’s of the bottle height.

It then takes about 5-10 minutes to get the wine down to drinking temperature.
